NCDOT Resources
The DRAFT Statewide Transportation Improvement Program (STIP) lists the projects included in the Work Program and the Program & Resource Plan. It provides costs and schedules for each project. The DRAFT STIP was generated by applying the investment strategy described above to a prioritized list of transportation needs identified by our stakeholders. Actual projects selected to meet this strategy were subject to funding, legal, and scheduling constraints. After outreach to our stakeholders, the Department will release the final STIP in the fall of 2011.

Program & Resource Plan (10 Year Plan)
The Program & Resource Plan contains revenue projections and proposed funding allocations across all modes of transportation (aviation, bicycle and pedestrian, ferry, highway, public transportation and rail) for Construction and Engineering, Maintenance, Operations and Administration from 2011-2020. Over this ten year period we anticipate roughly $45 billion in transportation funding. Over sixty percent of this amount is allocated for construction and engineering and approximately twenty-five percent for maintenance. The remainder will be split between operating the transportation network and administrative functions of the Department.
The Program & Resource Plan also contains a multi-year investment strategy for part of the Construction & Engineering Program. This strategy illustrates the investment the Department considers the best balance among the goals of safety, mobility and infrastructure health across different modes of transportation. NCDOT staff recommended allocating 15 percent of construction and engineering resources to non-highway modes. The remaining funds are allocated to highway safety, mobility, and infrastructure health.
Work Program (5 Year Plan)
NCDOT will now tell the public what will get done and when. This new, open and transparent approach will help NCDOT achieve its goal of delivering projects when promised 95% of the time as opposed to 60% of the time, which was common in the past.
- NCDOT developed and published a five-year work program that outlines how all transportation dollars will be spent.
- From 2011-2015 NCDOT expects to spend approximately $23 billion on transportation.
- The work program outlines funding levels for all departments, (e.g. road construction, Division of Motor Vehicles, administrative work, just to name a few).
